Council approves temporary banner, conditions placement of new sign at 233 Locust Street

Columbia Borough Council on May 27 approved a certificate of appropriateness for an aluminum sign and a temporary banner at 233 Locust Street, with conditions recommended by the Historic Architecture Review Board (HARB).
HARB recommended moving the sign to the facade above the overhang and limited the banner’s use until the applicant presents a permanent banner at the HARB meeting on Aug. 13. At the council meeting, a council member questioned whether the applicant had property-owner permission because the presenter at HARB was a tenant; staff confirmed the property owner Jay Rhodes signed the application.
Council person Stahl moved to approve the COA with HARB’s conditions; Council person Kaufman seconded the motion and the council approved it by voice vote. Council members asked staff to investigate why the banner had already been hung prior to approval.
No representative of the applicant appeared at the council meeting; council members voiced concern that the banner had been installed before the formal approval and asked staff to follow up.
