Council extends golf course maintenance contract, adds rolling‑greens language and limits routine price increases

The Sebastian City Council on May 28 approved Amendment 4 to the agreement with International Golf Maintenance (IGM) to extend the Sebastian Municipal Golf Course maintenance contract through Sept. 30, 2029, and to incorporate an improvement plan, communication plan and maintenance standards requested in the city’s recent RFP.
Staff said the city solicited proposals through RFP 25‑12; after receiving five proposals and being unable to negotiate favorable terms with other proposers, staff negotiated with IGM to extend the existing agreement within the contract renewal limits. The amendment locks pricing for the extension period with scheduled increases beginning in fiscal year 2026 and adds a comprehensive improvement and maintenance plan reflecting the RFP requirements.
At the meeting council members pressed staff about contract details, particularly about the absence of explicit language requiring rolling the greens after aerification and verification. Golf course staff and an IGM representative (Stan Morozakai, golf course superintendent) told council rolling of greens is a standard practice performed after verification and after aerification/sanding; the contractor agreed to add explicit language to the contract’s verification section stating greens will be rolled after aerification/verification and that putting‑green maintenance language will be clarified to cover the entire course putting surfaces.
Council members also raised price‑adjustment language in Appendix 4. Staff clarified that while the amendment allows a contractor to request adjustments, the contract limits automatic increases to no more than 3% of the current year’s annual contract price unless the city agrees to a larger adjustment and the contractor must justify the request. Council accepted the amendment with the added contract language about rolling greens and clarified the 3% cap on standard adjustments.
The motion to approve the amendment passed by roll call with all council members voting yes. Staff said the change is intended to improve course conditions, align performance with the RFP, and provide clearer maintenance expectations.
Council directed staff to incorporate the agreed language (rolling after aerification/verification and clarification that putting‑green maintenance covers the entire course putting surfaces) before final execution.
