City and CRA authorize $79,300 dock‑house fire equipment purchase; CRA funds used for park permitting addendum

Under CRA business the board approved a purchase order of $79,300 to Coleman Fire Protection to install dry‑hose (fire hose) stations on the law‑enforcement dock. City staff said 50% of the project is funded by a Florida Inland Navigation District grant in the amount of $39,650; the remaining $39,650 comes from CRA operating funds. The CRA voted to authorize the city manager to execute the purchase order; the city council later approved the same purchase order in its agenda so the contract could proceed.
Separately the CRA approved Addendum No. 1 to the existing CSA agreement with Coastalwide LLC, adding up to $5,820 for state and federal permitting work on the Swing and Bench Park. Staff explained that the consultant originally assumed the project qualified for exemptions but the permitting agencies denied the exemption; the addendum authorizes Coastalwide to submit the full state and federal permit package and to follow the application process. CRA funds will pay the $5,820 permit fee.
Both items passed without public comment and by roll call vote. Staff asked council and CRA members to contact them with questions about procurement or permit scope.
Council and CRA staff said the actions are limited to authorizing the vendor work and accepting grant match funding; subsequent construction or larger expenditures will require separate approvals.
