Commission formalizes signers for operating account, outlines funding-request process

At its May 28 meeting the Framingham Disability Commission approved a formal signatory arrangement for the commission operating account so bills and invoices can be processed without delay.
Treasurer Susie Santo sought a vote to authorize her to sign reimbursement spreadsheets and to name a backup signer so payments to vendors — for example American Sign Language interpreters — could be issued promptly. Commissioners approved the motion by roll call; the commission recorded those present as supporting the authorization.
Santo also described the process the commission will follow for requests that use the handicapped parking fine balance: after the commission approves a funding request, she will submit the application, commission minutes and matrix to the City Council; the Council refers requests to the Finance Committee (FinCom) for a review. FinCom may return the request for clarification or recommend approval; the Council then votes. Santo said that when monies are disbursed she will flag the payout and monitor the time window allowed for expenditure; unused funds revert to the commission.
The treasurer reported that the current parking fine balance is $3,545.53 and asked commissioners to confirm that departments who request money demonstrate they used prior allocations. Commissioners discussed scheduling for predictable requests such as holiday enforcement and agreed to ask the police to present when the commission evaluates that application.
No budget adoption or ordinance changes were made at the May 28 meeting.
