Fredericksburg City Council approved a land-use change and rezoning for the property at 807 South Eagle, moving the parcel from medium-density residential (comprehensive-plan land use) and R-2 (mixed residential) zoning to a commercial land-use designation and C-1 neighborhood commercial zoning.
Property owners James and Anne Loris addressed council and said they have lived on the lot for 13 years and have relocated; they said the property is on the market and no development plans have been finalized. Planning staff told council the parcel sits along Eagle Street, a collector roadway, and that surrounding parcels already carry neighborhood-commercial zoning on two sides. Staff and the Planning and Zoning Commission recommended approval, noting the comprehensive-plan mixed-use corridor designation supports flexible commercial uses along collector streets.
The council held a combined public hearing on the land-use amendment and zoning change. Tom Musselman, a nearby resident, spoke in favor and urged the city to fast-track a Unified Development Code update so zoning and the comprehensive plan align more closely. With no protests recorded, council voted to approve the zoning change first, then adopted the land-use amendment by ordinance.
Staff reminded council that future development on the site would still require applicable site-plan review and compliance with city standards. The Loris family said they have no immediate development plans; the parcel will remain on the market.
