Council referred a use-district-exception request from Euclid Office Campus LLC — a proposal to convert commercial space at the Lakeview Enterprise campus into multi-family residential units — to the Executive & Finance committee for more detailed review.
Planning staff said the proposal would place between about 160 and 185 residential units within two existing buildings on Euclid Avenue, retaining some commercial components. The Planning & Zoning Commission recommended approval and provided the packet to council. The administration and the applicant were prepared to present site plans, architectural drawings, financing explanations and documentation of any federal or state funding commitments if council wanted to proceed to the three required readings.
Several council members, including Councilman Tolan, urged committee review. Members flagged concerns about how the project aligns with Euclid’s master plan, the potential effects on concentrations of poverty, the target market (tax-credit versus market-rate), and the mechanics of housing tax credits and financing. Council voted to send the matter to the Executive & Finance committee rather than continue with the mandatory three readings immediately.
Next steps: the developer indicated a willingness to appear at two upcoming council meetings and to provide detailed financing and project materials; the Executive & Finance committee will schedule a meeting to examine those materials and solicit further public input.
