Council ratifies Cuyahoga County solid waste plan update; county fee held at $2 per ton for plan period

Administration explained that Ohio law requires every solid waste management district to update its plan and submit it to political subdivisions for ratification; ratification requires approval representing 60% of a district’s population, including the largest city. The county plan supports local recycling programs, household hazardous waste and tire collection, and community events such as the city’s shred days.
Staff said the plan retains a $2-per-ton fee on waste generated in Cuyahoga County and that the $2 rate — which increased to $2 in 2023 — will be held through the plan period described in the county document (listed in the plan text as through 02/1940). The county proposes to expand illegal-dumping investigations, broaden recycling opportunities and explore a food-waste program.
Council members who spoke expressed support and noted the county-funded services have helped local programs such as recycling and hazardous-waste collection. Councilwoman (name on record) said Green Creek preservation volunteers found illegal dumping to be a persistent problem and said she supports stronger county enforcement under the updated plan.
Council voted to ratify the plan at the May 19 meeting.
