Council adopted resolutions permitting police and fire employees who participate in the Ohio Police & Fire Pension Fund to purchase service credits using payroll deductions.
The change implements OP&F procedures for voluntary purchase of service credit: employees may pay a lump sum or elect payroll deduction; a legislative authorization is required when payroll withholding is used. Administration told council the deductions are employee-funded — the city will withhold and remit employee payments but will not contribute funds itself.
City staff said the measure streamlines Internal Revenue Service reporting and administration of the purchases. Council and union representatives expressed support; administration said one officer has submitted paperwork to begin payroll deduction on June 21, 2025.
Council approved separate resolutions for police (members of Fraternal Order of Police Lodge 18) and fire (IAFF Local 337) personnel. Both measures passed by roll-call vote with no recorded opposition.
City administration and police/fire chiefs said they had discussed the payroll-deduction mechanism with union leadership and that the agreements specify employee responsibilities and repayment schedules where applicable.
