City signals intent to exercise Kimball trash contract option; residents told possible modest rate rise tied to CPI
Summary
Berea’s public service director said the city notified Kimball of its intent to exercise a contract option for trash collection, noting the option calls for an increase of 3.9% or CPI (whichever is greater); current combined trash/recycling fee is $18.58 per residential unit per month and the city estimated a worst‑case increase to about $19.50.

Berea staff told council on May 19 that the city has notified Kimball of its intent to exercise a contract option to continue trash collection services under the current agreement when the contract term expires this year.
Tony Armagnio, director of public service, said the current monthly charge is $18.58 per residential unit. The option year in the contract would raise that fee by either 3.9% or the Consumer Price Index (whichever is greater); Armagnio said the current CPI is 4.9 percent, so the city expects a modest increase and estimated a “worst‑case” of roughly $19.50 per unit, noting the exact number will be set closer to the contract renewal in August.
Armagnio compared recent bids in nearby jurisdictions and reported that some cities with similar service levels are paying higher per‑unit fees (he cited Bay Village at $23.71 per unit and other examples in the mid‑$20 range). City staff said initial analysis shows exercising the contract option likely yields a more competitive rate than re‑bidding immediately.
Council members asked about the option terms and potential multi‑year alternatives; Armagnio said staff is exploring those choices and will bring additional information to future meetings. The city has not signed a renewal at the meeting; staff said the notice of intent had been sent to Kimball and that the actual contract price for the option will be confirmed near the August contract expiration.
No formal legislation was enacted at the council meeting; staff said they will return with more details and a recommendation in upcoming meetings.
