House labor committee asks Louisiana Workforce Commission to study incumbent worker training program

The House Committee on Labor and Industrial Relations voted to report Senate Concurrent Resolution 29 favorably after the sponsor said the measure asks the Louisiana Workforce Commission to study and recommend changes to the incumbent worker training account and report back to the legislature by Feb. 1, 2026.

Senate Concurrent Resolution 29, presented by Senator Presley, asks the Louisiana Workforce Commission to evaluate current and future workforce needs for businesses, review the design and performance of the incumbent worker training program (originally established in 1998), and submit a written report of findings and recommendations to the House and Senate labor committees by 02/01/2026. "Members, this is a resolution, requesting that the Louisiana workforce commission study the current and future workforce needs in Louisiana for our businesses and evaluate the performance impact and design of the incumbent worker trainer program training program, which was initially established in 1998 and has not been changed since then, and to report back to us to make, the necessary changes in law to ensure that we have the proper workforce for the future of Louisiana," Senator Presley said.

Committee members noted the workforce commission had been informed and expected to cooperate. A lobbyist card from Jim Patterson was recorded as present and in support but he did not speak on the record. Representative Bamberg made the motion to report the resolution favorably; the committee recorded no objections and the resolution was reported favorably.
