The Planning Board of the Township of Franklin reappointed its leadership and professional team during its Jan. 8 reorganization and handled routine minutes and scheduling.
Chairman Mike Orsini was nominated and approved in a roll-call vote, and Charles Brown was nominated and approved as vice chair. The board also reappointed the firm Clark and Invignolo as planning board attorney; Peter (last name not specified in the record) and partner Jim Clarkin were present and confirmed they remain licensed to practice. Several board members noted a second firm had been notified but did not appear for an interview.
Christine (last name not provided) conducted roll-call votes for multiple procedural items. The board approved the minutes for the regular meetings of Oct. 16, Nov. 6 and Dec. 4, 2024; roll calls for each minute set identified which members were eligible to vote on those earlier meetings. The board approved a resolution for 12 31 Properties LLC (PLN23000024) in a recorded vote with Theodore Chase, Robert LaCourte, Charles Brown and Mike Orsini recorded as voting yes.
The board announced schedule changes and continuances: the Hamilton Street Management matter (PLN24000002) was carried to Feb. 19, 2025, at 7:30 p.m. in the same room with no further notice required; HSU Property Holdings LLC (PLN2300014) was carried to April 2, 2025, at 7:30 p.m. in the same room with no further notice required. The board said another hearing (Onyx) may be scheduled at the Franklin Board of Education facility if access issues related to Texas Eastern are resolved; the board asked applicants to confirm access before presenting.
At the meeting several regular members (Jennifer Ragnell, Robert Thomas and Rebecca Hilbert) asked to be excused. Chairman Orsini thanked members for their service and noted long-serving members present. The meeting adjourned after a brief public session with no speakers.
