The Arizona State Senate voted to approve House Bill 27‑79 on May 28, a measure addressing parental notification when juveniles are placed into temporary custody. The Judiciary Committee’s amended bill (as reported by Senator Rogers) was adopted on the floor.
Senator Rogers moved adoption of the Judiciary Committee amendment; the motion carried. Supporters called the bill “important” and said it clarifies responsibilities for notification when law enforcement temporarily detains minors. Senator Epstein, who rose in favor, said the bill “makes it even more clear by putting it into chapter 8 and thereby notifying law enforcement, ‘Hey, it's your job to make sure the parents get notified,’” while emphasizing the need to align school and law‑enforcement duties.
Senator Talley raised questions about students in group homes or tribal jurisdiction and whether the legislation would effectively notify guardians in complex custody situations; he asked colleagues to consider gaps that can leave children “fall[ing] through the cracks.”
The bill passed on third reading; the clerk recorded 27 ayes, 1 nay and 2 not voting on the final tally and the measure was transmitted to the House.
