District renews Anthem insurance coverage amid near-10% increase; staff negotiating to lower costs

Trustees voted to accept a renewal proposal from LP Insurance Services to keep Anthem as the district’s medical, dental, vision and life insurer for July 1, 2025, through June 30, 2026.
Cameron Sorensen presented the renewal numbers and introduced Tim Holland of LP Insurance Services, who had assisted district staff in negotiations. Sorensen said the district and its broker negotiated the renewal down from a higher initial proposal. He said the district has been working with counsel and the broker to address cost trends and utilization, particularly pharmacy costs.
Sorensen and the broker flagged two specific pressures driving costs: a near-10% increase in medical premiums (9.9% noted in the board packet) and about a 6% dental increase. The broker said pharmacy utilization and a small number of high-cost specialty prescriptions drive the largest claims exposure; the district recorded nearly 6,000 prescriptions in the plan year and several very high-cost prescriptions (one single drug for one person was cited at roughly $143,000). The broker recommended continued active management of pharmacy and ER utilization and promoted telemedicine as a $0 co-pay alternative that can reduce emergency-room costs.
Board members asked whether multi-year rate guarantees covered any plans; the broker said earlier multi-year caps had expired and current renewals are year-to-year. Trustees also asked if there was pushback to moving retirees onto Medicare when eligible; administrators said four people had been moved off the district plan recently with minimal pushback and that HR had provided transition assistance.
The board voted unanimously to accept the Anthem renewal through LP Insurance Services for 07/01/2025–06/30/2026.
