Council adopts 3% water and wastewater rate increase effective July 1

Middleburg — The Town Council adopted an ordinance to amend the schedule of water and wastewater user fees and charges, approving a 3% increase effective July 1, 2025.

Council member Kevin Daly moved adoption of the ordinance: "I move that the town council adopt an ordinance to amend the schedule of water and wastewater user fees and charges effective 07/01/2025," and a council member seconded. Rhonda North, town clerk, called the roll; all members present voted aye and the ordinance was adopted.

Why it matters: Town staff and the council said the increase is modest and reflects the costs of operating a small utilities system that serves only in-town customers. Town Manager Danny Davis had earlier described factors that can make Middleburg’s rates higher than neighboring systems, including a small customer base and a town policy that limits service to residents inside town limits.

Details: The ordinance change was offered as part of ongoing budget planning for fiscal 2026. Staff said the council could adopt rate-structure changes in the future after additional analysis, but the 3% fee increase was presented as the near-term adjustment.

Outcome: Motion carried by roll call vote with Vice Mayor Chris Bernard, Council members Curran, Daly, Jacobs, Kirk, Leonard Morgan and Pearson recorded as voting Aye.
