Citizens press council over recent terminations and call for transparency, some urge resignations

Several residents used the communications-from-citizens period to criticize the City Council’s recent personnel decisions, to seek more public transparency about the reasons for terminations and, in one case, to request resignations of specific council members.

Karen Thayer addressed the council and said the mayor, Vice Mayor Joyner, Councilor Ellis and Councilor Day should resign or be removed, calling their conduct “incompetent” and alleging racial bias in internal decision-making. Mark Roberts and other speakers criticized council conduct and urged council members to engage constructively with the community. Ripley Baloo commended the new city manager’s introductory remarks and urged enforcement of rules against abusive public remarks.

Council took no formal action on the public comments during the meeting. The mayor and staff previously provided a closed-session certification about matters discussed in closed session; staff said personnel reasons for specific terminations remain confidential as permitted under Virginia law. The city manager and other staff reiterated the administration’s commitment to transparency within the bounds of personnel-law confidentiality.

Speakers also raised operational concerns in public comment, including a business owner asking the council to consider a zoning variance for a pawn/firearms business and others urging enforcement of a reduced speed limit on Route 10. Council responded during the meeting by inviting staff – including the city manager and development staff – to work with speakers on follow-up; no formal council actions on these public-comment requests were taken at the meeting.
