Council approves $500,000 allocation from capital reserves to begin Queen Anne pump-station work

The Hopewell City Council approved a resolution moving capital-reserve funds so the city can begin design and early work on sewer projects, including $500,000 designated for the Queen Anne pump station and sewer-street repairs.
City staff explained the resolution authorizes the city to pay upfront project costs and then reimburse those expenditures from an existing local government investment pool account that was set aside for sewer projects in 2023.
Stacy Jordan presented the resolution and said it would allocate a portion of previously designated capital reserves to cover initial design and vendor payments: “This is a resolution to amend the capital reserve fund in the amount of 1.5 to take 500,000 of that and designate those funds towards the Queen Anne pump station and sewer street repairs,” she said. She clarified the city will pay the costs and then reimburse itself from the LGIP funds earmarked for these projects.
Councilors asked for clarification on the timing and scope; staff and council members said the $500,000 supports the start of the Queen Anne pump station design phase and other immediate repairs. A motion to approve the capital-budget amendment passed by roll call.
Council directed staff to proceed with design procurement and to return with further implementation details and schedules as work proceeds.
