The Chesapeake City Council on May 27 voted 9–0 to send an initiating resolution to the Planning Commission to consider amendments that would increase permitted density in the urban overlay and allow single‑family construction consistent with historically small lot patterns in areas such as South Norfolk.
Planning staff said the change responds to properties — including some acquired by the land bank — where historical lots were platted at 25 by 100 feet and combined to create 5,000‑square‑foot parcels. Current overlay density rules prevent single‑family homes on those lots unless density is adjusted; the initiating resolution directs staff and the Planning Commission to evaluate options.
Council members asked staff to assess lot dimensions, setbacks, and the risk that changing density could encourage multifamily development in areas where single‑family neighborhood stabilization is an objective. Planning director McNamara said the proposed change addresses the urban overlay generally, not only South Norfolk, and staff will produce a full analysis of potential unintended consequences and geographic impacts. Several council members requested a work session with the Planning Commission before final ordinance drafting.
The initiating resolution was adopted 9–0; staff will undertake analysis and the Planning Commission will hold hearings and return recommendations to council.
