The Chesapeake City Council on May 27 adopted two ordinances designating Chesapeake Integrated Behavioral Healthcare (CIBH) as a city department and formally designating its board as a policy-advisory community services board.
Council and staff said the action reflects existing practice: CIBH had been functioning as a city department and the board already acted in an advisory role, staff said.
City attorney Lindley presented the first ordinance, amending chapter 2, article 3, division 7 of the city code to reserve sections and formally designate CIBH as a department. The council then considered a companion ordinance, amending chapter 2, article 5, division 7, to classify the CIBH board as a policy advisory community services board. Council member Ritter asked whether the CIBH board was aware of the change; the manager replied that they “are actually functioning in that capacity today,” and the ordinances are a clean‑up to reflect council intent from prior action.
Council voted 9–0 to adopt both ordinances.
