Staff briefs commission on pending bills affecting municipal planning and zoning

City staff provided the Haslet Planning and Zoning Commission an informational update on recent state legislation that could affect municipal planning and zoning.
Staff said the packet includes a highlighted set of roughly 40 bills that staff believes could directly affect planning and zoning functions for municipalities like Haslet, plus a larger set of bills recently signed or filed. The packet is current as of May 23, 2025, staff said. Jeremy Page and staff explained the 90th/80 ninth legislature timeframe and noted that many bills take effect immediately or on Sept. 1 depending on language.
Staff said the city does not employ a full-time lobbyist but that it has an assistant who monitors bills and that the city has sent about 200 letters to state legislators and staff summarizing municipal concerns. Mayor Gary Halsey (speaking later in the meeting) described the session as active and said the city has engaged with legislators and district staff. Staff told commissioners they will return next month with a focused list of planning- and zoning-related bills that have become law and the dates the changes would take effect.
