At the Jan. 7 reorganization meeting Franklin Township’s council adopted an ordinance amending the municipal code to add a municipal housing liaison and also voted to establish an affordable housing ad hoc committee and to award an extended competitive contract to the Central Jersey Housing Resource Center for affordable housing administration services not to exceed $66,000.
Ordinance and committee The council presented Ordinance 45-44-58a-24 (as listed on the agenda) for second reading and final adoption; the mayor opened and closed the public hearing on the ordinance with no members of the public speaking. The ordinance amends chapter 81 (Affordable Housing) by adding a new article establishing a municipal housing liaison position to coordinate affordable-housing efforts, as described in the ordinance language read into the record. Separately, Council adopted Resolution 25-049 to establish an Affordable Housing Ad Hoc Committee and appoint members to that committee; the resolution was discussed as a means of involving more stakeholders in detailed affordable housing work in parallel with the land use committee.
Contract award and abstention The council also voted to approve Resolution 25-047 (listed in the meeting as item A-Q on the consent agenda), an extended competitive contract to retain Central Jersey Housing Resource Center as the consultant/administrative agent for the township’s affordable housing program in an amount not to exceed $66,000. The vote passed, with Councilmember Bassanella recorded as abstaining; he explained the abstention noting his long-time, voluntary role as a trustee of the Central Jersey Housing Resource Center.
Background and next steps Council members described the committee as a way to deepen community involvement in affordable housing work.
