Hamilton County commissioners on May 27 tabled an interlocal agreement with the town of Cicero concerning road payments and maintenance after commissioners raised concerns about missing exhibits and the agreement’s duration and precedent.
Staff introduced the interlocal as an agreement that would clarify road maintenance responsibilities on 230th Street and nearby roads and noted that it had been developed in collaboration with Cicero. Commissioner Almond said the exhibits attached to the draft were blank and asked that they be corrected; staff agreed to add accurate exhibits showing the area from Cicero’s incorporated limits west along 230th Street to U.S. 31 and several side roads such as Anthony and Eagle.
Commissioner Altman said he had not been consulted about the agreement and asked for a group discussion, calling the item "first I’ve seen of this agreement." Staff and other commissioners said the interlocal is time-limited and that interlocals cannot exceed statutory time limits; staff confirmed the draft includes a short-term period. Commissioner Altman said the agreement’s utility had not been articulated sufficiently and said he could not support adoption at the meeting.
Commissioner Dillinger moved to table the matter; the motion to table passed 2–1. Staff said they will add the exhibits and bring the draft back for further discussion and, if appropriate, adoption after additional review and municipal coordination.
