Board adopts 2025–26 budget, approves contracts and supplemental appropriations; recusal noted on contract vote

At its May 27 meeting the Westminster Public Schools Board of Education took several fiscal and governance actions required by state law and district policy.
Sandy Nees presented projects and contracts over $150,000 for the 2024–25 fiscal year and for the 2025–26 fiscal year, noting the board's role in confirming purchases above the $150,000 threshold. The board voted to accept the projects and contracts lists for both the 2024–25 and 2025–26 fiscal years. During one contracts vote a board member stated, "Veronica, I'll recuse myself from voting on this matter," and the record shows that recusal was noted before the motion carried.
Nees also presented required supplemental appropriations per state statute; the board voted to approve revised appropriations for the universal preschool program, the nutrition services fund, the building fund and the debt-service fund for the 2024–25 fiscal year (the staff presentation cited CRS 22-44-1023 in the budget context).
On the budget for fiscal year 2025–26 (district year 07/01/2025–06/30/2026) the board adopted the proposed budget and appropriation resolution. The board retained authority to amend the budget through Jan. 31, 2026.
Veronica Gleaton presented the board calendar of regular business meetings for 2025–26 and the board approved the schedule. The board also notified Adams County of its intent to participate in the 2025 coordinated mail-ballot election and designated Veronica Gleaton as the district's designated election official; the district budget for election participation was noted at $40,000 and the board retains the option to cancel the election if no contested seats or ballot questions are filed.
Motions were moved and seconded by board members; roll-call votes were recorded for each action. Administration recommended and the board approved the items as presented.
