County outlines $1.146 million in CDBG awards and housing projects, including sidewalks and townhomes

Hamilton County staff told commissioners on May 27 that the county’s Community Development Block Grant (CDBG) allocation for program year 2025 is $1,146,153 and presented updates on several funded projects and planned activities.
Michelle Westomir (Community Development) listed three categories of active projects: one infrastructure project in Carmel’s Alma- Newark neighborhoods that will install ADA-accessible ramps and new sidewalks; housing rehabilitation projects completed or in progress (Cumberland Cottages and Plum Prairie completed in the past year; Home Place duplexes expected to begin construction in coming months); and townhomes at Stoney Creek on South 16th Street, where foundations are being poured and infrastructure is in place with a targeted December completion.
Westomir said staff will hold in-depth discussions with participating municipalities about use of CDBG funds to support affordable housing development beyond infrastructure. She also reported ongoing interest in a domestic-violence facility noted in prior action plans and discussed the Baker’s Corner property and plans to stand up a community land trust (CLT) in the coming months to help hold properties for affordable housing.
The board received the update; staff said more detailed proposals and municipal consultations will follow as officials finalize uses of the CDBG allocation to support affordable housing and infrastructure projects.
