The council voted to grant a waiver under the parish statutes that permits temporary recreational vehicle occupancy at 32701 K Market Road in Walker for property owner Amy Lehi Latif to address a hardship while she arranges for a permanent replacement home. Council members noted the parish’s compliance office will inspect the unit and that the waiver is time‑limited under the hardship rules; staff cited a 180‑day evaluation period for hardship permits. The motion passed 7–2; Councilwoman Sandifer and Councilman Coates voted no.
The council also considered a separate, complex case in Payne Settlement where four mobile homes are placed on one parcel and the owner sought time to relocate an older unit. After discussion the council approved a substitute approach: authorize a temporary power connection at the same physical address for 30 days so the newer trailer can receive utilities while the older unit is removed. Councilman Goff explained the temporary service avoids creating a fourth mailing address while allowing the owner to obtain power for the incoming trailer. The substitute motion passed with seven yes votes (meeting record noted the vote as "7 yeses to absent").
Staff said both measures require compliance inspections and standard permitting steps; in the Payne Settlement case staff and council said if the older trailer is not removed within the agreed period the temporary service would be disconnected and further action could follow.
