The Livingston Parish Council introduced three ordinances to revise zoning and subdivision rules and set public hearings for July 24. The measures include reactivating a residential rural single‑family R‑1.5 zoning classification, amending R‑2 density rules, and updating procedures for subdivisions with improvements.
Council members said the changes are intended to address gaps in the zoning code—specifically to allow for half‑acre lot development in areas where no such designation currently exists. The council approved introductions unanimously and scheduled public hearings for 6 p.m. on July 24.
Several residents spoke during the public hearing portion of the meeting and urged caution. Earl Deville, a long‑time Denham Springs resident, said infrastructure—roads, drainage and emergency services—could not keep pace with higher-density development and asked the council to focus on improving existing neighborhoods before expanding density allowances. "This zone...is not to benefit anyone but the developer," Deville said. Another resident, Kyle Simono, said project proponents should present detailed site plans during the review process because rezonings and subdivision changes can permit higher densities than neighborhoods can support.
Council members said the introduction is the first step in a public process and that specific projects would still need Planning and Zoning review and applicable approvals before development proceeds.
