Parish authorizes environmental-contract procurement for LCDBG drainage project on Highway 63

The Livingston Parish Council authorized the parish president to enter into a contract with Elos Environment to perform required environmental services for a federally funded Louisiana Community Development Block Grant (LCDBG) Disaster Recovery and Mitigation Resiliency drainage improvements project on the west side of Highway 63.
Heather Crane of the parish grants department said the work is required because the project uses federal funds and an environmental review is part of the procurement. She described the project area as channel improvements between Grantham Road and Range Road, potential culvert improvements under several roads (including Grantham and Range), and stormwater detention adjacent to Grantham Road and other nearby streets. "We did the procurement and Elos was our high score," Crane said.
Council members moved and seconded the resolution and the council voted unanimously to authorize the contract. Councilman Shepherd praised the parish grants staff for their work in securing and managing grants and noted the frequency of grant activity in council agendas.
Crane and grants staff said the engineer will finalize the scope of work and the parish will return to council for any substantive changes to scope or budget.
