Council tables adoption of updated employee handbook after members request redline comparison

The Livingston Parish Council voted 8–1 to table a proposal to adopt a rewritten employee handbook, citing the need for time to compare the new 33‑page document to the prior, longer handbook.
Gina Miller, senior staff accountant for the parish government, told the council the new handbook is a complete rewrite intended to achieve audit compliance and to align personnel policies with current labor law. "What we provided to you is actually a brand new, completely rewritten employee handbook," Miller said. She added there is no strikethrough (redline) version because the previous document was replaced rather than edited.
Council members asked for a strikethrough comparison so they could see what language had changed; one member said he had used an AI tool to help review, but still wanted the official editor’s strikethrough. Councilman Coates made the motion to table the item and Councilwoman Shavers seconded; the motion passed by an 8–1 vote, with Councilman Watts recorded as the sole dissent.
Miller said staff remained available to answer questions and that council members could submit concerns before the item returns to the council.
