Nick Hyer, engineer technician for Page County, presented preliminary plans and cost estimates for a new parking lot on the west end of the county annex and replacement of perimeter sidewalks.
Hyer said the plan moves the lot roughly 50 to 60 feet south from the building’s west side to avoid constructing an exterior stairway and handicap ramp, and instead rely on an existing interior chair lift. He described the layout: a 6‑foot sidewalk running from the doorway to Washington Street and replacement of uneven or missing public sidewalks around the right‑of‑way.
Hyer provided three contractor estimates. Barnes and Son (Velasco) submitted the low bid at about $56,000; Sticklers bid $63,187.50; and 10 Point Construction of Denison quoted about $87,008.84. Hyer said county crews would perform rock and dirt work in‑house to reduce cost. He summarized quantities included in the estimates: about 1,600 square feet of 5‑foot sidewalk, about 1,400 square feet of 6‑foot sidewalk, six ADA detectable warning panels, and roughly 4,800 square feet of 6‑inch pavement for the parking area.
Commissioners asked for clarification and documentation before awarding the work. A supervisor moved to select Barnes and Son, but the board requested written, itemized confirmations that each contractor used the same quantities and specifications (for example, 6‑inch parking‑lot pavement and 4‑inch sidewalk) and line‑item pricing. The board directed staff to obtain those written bids and return the item to the agenda next week. Commissioners also said they will discuss how the project will be funded when it returns.
Hyer said a matching grant discussed with Gary McClarnon would cover half the cost for the parallel sidewalks; the board asked staff to confirm grant details and how the match would affect the county’s out‑of‑pocket cost.
Timing: Hyer said there was not an urgent rush but the county would prefer to complete work before fall and winter. He and staff discussed planning to do grading and earthwork during summer months and to avoid pouring concrete in winter.
The board did not make a final award. The item was continued to next week pending written, line‑item bids and confirmation of quantities and funding.
