Committee approves mining-hours zoning amendment and a zoning map change for mini-warehouse on Bush River Road

The Lexington County Planning Committee voted to approve two land-use items: a zoning text amendment establishing restricted hours for truck staging at mining operations, and a zoning map amendment allowing a mini-warehouse at 5327 Bush River Road.
Walt McPherson, zoning administrator, reported the Planning Commission recommended both items by 6'0'0to''0 votes on May 15. The zoning map amendment (M24-01 / ordinance 25-02) would change the parcel at 5327 Bush River Road (TMS number provided in staff packet) from Neighborhood Commercial (C-1) to General Commercial (C-2) to allow a mini-warehouse use. Council members representing the area said they had notified neighbors; one council member reported neighbors who initially preferred a farmer's market had been satisfied by the applicant's commitments to minimize impacts.
The committee also approved zoning-text changes for ordinance 25-04 to restrict truck staging, loading and ticketing at mining operations to between 5 a.m. and 7 p.m. on weekdays unless otherwise exempt. McPherson and planning-commission member Elaine Pike noted the planning commission approved the amendment 6-0 but expressed a desire for further investigation of noise levels and potential early-morning impacts on quality of life.
Committee members asked about setback comparisons and whether other county activities have similar setback requirements; staff said mining rules currently reflect recent text amendments and the most current setback standards. The committee recorded motions to approve both items (motions moved and seconded on the record) and approved them in the session.
