County approves 2025—29 HUD consolidated plan and extends CDBG disaster-recovery consultant contract

Lexington County's Planning Committee approved the county's 2025—29 HUD Consolidated Plan and the FY 2025—26 annual action plan, and approved a one-year extension of the county's Community Development Block Grant (CDBG) disaster recovery consultant contract.

Sarah Bird, CDBG grant administrator, told the committee Lexington County receives approximately $2 million annually from HUD programs and must submit a consolidated plan every five years. For FY 2025—26 HUD awards referenced in the packet, staff reported $1,850,758 for CDBG, $704,796.75 for HOME, and $160,713 for ESG funds. Bird said all applicant projects received some funding and that HUD had confirmed the allocations.

Procurement staff requested the final one-year extension for the county's CDBG disaster recovery consultant (Tetra Tech), citing the existing contract that began Sept. 1, 2021, and the contract's built-in options for three additional one-year extensions. Staff listed an estimated annual contract value of $152,000 and said the contract had supported long-running disaster-recovery administration and projects.

The committee voted to approve the consolidated plan submission and the consultant-contract extension. Motions were moved and seconded on the record and passed with no objections. Staff noted that the consolidated plan must be submitted to HUD by July 1 and that the plan and action plan identify proposed projects for the next funding cycle.

The approvals permit continued use of HUD formula funds for housing, infrastructure and public services outlined in the county's application materials and keep the disaster-recovery consultant in place through Aug. 31, 2026, if the extension is executed.
