Beavercreek council approves Valvoline instant oil change specific site plan on Colonel Glenn Highway

Beavercreek City Council approved a specific site plan on May 27, 2025, for PUD25-2 to allow a 1,462-square-foot Valvoline Instant Oil Change on about 0.65 acres at 3913 Colonel Glenn Highway.

The approval, made by motion and second and recorded with the council’s unanimous vote, follows planning commission approval and 20 conditions recommended by city planning staff. The site plan covers building materials, parking and access, sidewalks, signage and stormwater/landscaping details for a parcel currently occupied by multiple small commercial uses.

Bridal Myers, a representative of Casto, the applicant, told the council the plan is consistent with the PUD concept plan the council approved on April 14 and that the design had been modified to address staff comments. Planning staff summarized the proposal as a two-bay quick-change oil facility with full-access drives on Colonel Glenn Highway and Germany Lane, nine parking spaces (the zoning calculation requires eight), and a proposed ground sign; staff noted the project is in the city’s impact-fee district and recommended approval with conditions.
