Allison Lisonbee, the city administrator, told Rossford City Council on May 27 that the city was awarded a grant from the Ohio Department of Transportation (ODOT) for just under $550,000 to install pedestrian beacons downtown and that the bid opening for the project was scheduled for the following day at 11 a.m.
Lisonbee said the city must pass the ordinance awarding the bid back to the state in time to include the project in this year’s ODOT funding round. To meet that deadline, council voted to hold a special meeting on Monday, June 2, at 6 p.m., giving staff one business day to analyze bids and prepare the award ordinance.
Lisonbee asked the council to meet between the bid opening and the state deadline so the city would not risk losing the grant money. Councilors moved, seconded and voted to set the special meeting; no public opposition was recorded on the floor. The council clerk noted that 24‑hour public notice would be required for the special meeting.
The meeting record did not list the winning bidder or the bid amounts; the administrator said the bid opening would occur the next day at 11 a.m. and that council action was needed quickly to secure the project in ODOT’s funding round.
