HILLIARD, Ohio — The City Council on May 27 approved Resolution 25R39 authorizing the city manager to sign a lease with 3800 Alchemy LLC to operate a café in a 378-square-foot space at the city’s Recreation and Wellness Center (the Well).
Staff said the café concept originated in the facility feasibility study and community survey as a revenue-generating amenity. Staff and the economic development team conducted an RFP process and direct outreach; staff said they did not receive local submissions through the RFP and then approached regional operators, ultimately negotiating with Alchemy.
Erin (last name not provided), staff lead on the lease, said the negotiated lease rate is $25 per square foot for the initial term, with a 2.5% annual lease-rate increase for the first five years. The tenant will provide their own equipment, staffing and day-to-day operations; initial facility modification costs to prepare the space were discussed during negotiations. Staff listed expected benefits including improved guest experience, alignment with wellness goals and revenue generation.
Council asked whether staff had attempted to recruit a Hilliard operator; staff confirmed outreach through the economic development office but said no local businesses submitted via the RFP. The resolution passed unanimously and takes effect at the earliest date allowable by law.
