HILLIARD, Ohio — The City Council on May 27 passed Resolution 25R38 to modify the Hoffman Farms plan unit development (PUD) text and concept plan to explicitly permit grocery-store uses in the neighborhood commercial subarea at 4311–14345 Cosgray Road.
Staff told council the grocery use was effectively permitted in the original PUD through the B2 district’s retail allowance but a subsequent code change that singled out grocery stores in a different district created an oversight that left Hoffman Farms without an explicit grocery-store listing. Staff said this resolution is a “faster path” to restore the use while a separate code update is prepared to add grocery stores back into the applicable district.
Staff said the Planning Commission unanimously recommended approval. Council members asked about consequences such as shopping-cart staging and building reconfiguration; staff said no tenant-specific changes (shopping carts or additional taps for utilities) are proposed with this amendment—future physical changes would require a revised plan review. The resolution passed unanimously and takes effect at the earliest date allowed by law.
