Delta County commissioners voted to award the county master planning contract to QPAD for $51,450 on Tuesday.
The planning commission reviewed submissions and recommended QPAD; QPAD was the only bidder. The county’s building and zoning fund has $60,000 budgeted for master planning this year, and staff recommended the $51,450 award as within the available budget.
Commissioners questioned whether a full rewrite of the master plan was necessary; one commissioner asked why the county could not "just tweak what we already have existing." Planning staff and other commissioners said a significant overhaul is typical after about a decade because map overlays, future land-use maps and extensive community engagement are needed for current planning decisions. County staff noted the last plan process coincided with COVID and that much community engagement material did not appear in the final document.
Commissioners discussed priorities for the new plan, including airport economic uses and marijuana commerce as new local economic drivers since the prior plan. A motion to award the RFP to QPAD for $51,450 was approved by the board.
The board set the master plan award within the existing $60,000 budget for planning and noted that future engagement and mapping tasks could require additional work if the scope expands.
