Delta County approves multiple airport contract amendments and a $50,000 PFC reconciliation contract

Delta County commissioners approved a series of airport-related contract amendments and authorized a $50,000 contract for historical reconciliation and future Passenger Facility Charge (PFC) services.

The board approved Mead & Hunt contract amendments covering airfield pavement marking, terminal work, apron reconstruction, navigation aids and perimeter fencing; commissioners said the work is part of the airport’s AIP and PFC planning and that the county’s 2.5% local share obligations were reflected in the amendments.

The board also approved a $50,000 contract with Mead & Hunt to reconcile the airport’s PFC account, perform historical reconciliation and support future reporting and applications. Mead & Hunt told the advisory board the historical reconciliation could take two to four weeks if staff provide requested records, and the firm expects the PFC-eligible portion of the cost may be reimbursable from the PFC account.

Commissioners and the airport advisory board said poor prior compliance had cost the airport significant revenue; one commissioner estimated the airport “has lost approximately $175,000 per year in funds that our airport could have really used because of the noncompliance with PFC.” The board approved the PFC contract and the associated contract amendments to help bring the airport into compliance and support future funding activity.

The board also approved updated LOA (letter of agreement) language for the airport advisory board and accepted an amended employment agreement moving the county administrator to an airport manager role (previously approved April 24) and asked for the chair's signature.

The approvals were unanimously approved where votes were recorded; staff and the advisory board will manage timelines, coordinate with FAA requirements and provide follow-up to the board.
