Council rejects Leon Reserve entrance exception after safety concerns; P&Z advisory recommendation not followed

Bridal Chandler, planning and development director, told commissioners the item went to council after the commission considered it and that council “did not follow your recommendation.” Chandler said council’s decision appeared to focus on life-safety issues and access on the short section of FN 93. Chandler also said staff had followed the fire marshal’s expertise in reviewing the request. The transcript records Chandler saying, “you all are the advisory board. So they want to they want to see you do kind of the heavy lifting, to provide a recommendation rather than kind of punting to them.”
According to the briefing, the council considered the fire marshal’s input and concluded not to allow additional dwelling units; the council vote opposing the exception was recorded as 8-0. Staff characterized their position as aligned with the fire marshal’s recommendations.
The commission was told the earlier P&Z recommendation and the council action may have been understood differently by each body; Chandler acknowledged possible confusion about what the commission recommended. No new direction or formal action by the commission on the Leon Reserve exception was recorded during the May 19 work session.
