Services Committee approves consent package of resurfacing, design, demolition and utility easement actions

The Columbia County Services Committee approved a bundle of consent items covering road resurfacing, design contracts, demolition and utility easement matters.

Key items approved on consent included: a tier 2 Group 5 resurfacing contract with Southern Asphalt for $4,030,602.58; an LMIG 2025 resurfacing contract with E.R. Snell for $1,553,074.88 (180 calendar days); a demolition and abatement contract with Thompson Building and Wrecking for four parcels on Herperform Road for $125,150 to be funded from House Bill 170 monies; Blue Water Engineering’s design contract for Wilkins Road improvements (0.86 miles dirt-to-pave) at $9,400 funded from TIA discretionary; renewal of International Appraisal and Research Group (IAR) contract at current rates; and Cranston Engineering change order 2 for $34,710 to integrate stormwater design for the Horizon Chamberlin Connector project.

Staff said the Wilkins Road design had been under review for roughly six months, with construction cost estimates averaging about $1,530,000 to pave the 0.86-mile segment. For the Herperform Road demolition, staff said the county already owns the parcels and needs to remove existing structures.

The committee also accepted permanent utility easements related to MP Maxwell Properties and approved an abandonment request for existing water utility easements at Faith Outreach Church contingent on water utilities approval. A separate intergovernmental agreement with the Georgia Department of Transportation to use state contractors to raise and lower manholes during SR 28 paving (cost $41,000) was also approved on consent.
