The Harlingen City Commission authorized the city manager to award a construction contract to SLR Building Contractors LLC for an outdoor kennels extension at the Harlingen animal shelter.
Engineering staff described the design as an in‑house metal structure. Commissioners asked about using local high‑school construction programs for parts of the work; staff said students could be involved in some tasks, but the core metal building and construction schedule would be handled by the contractor.
Staff estimated construction at four months once materials are on site, but cautioned that material lead times for prefabricated metal components could add two to four additional months. The commission approved the award by voice vote.
Questions from commissioners about operating costs and shelter staffing were deemed outside the scope of the contract item; the mayor redirected those inquiries to other agenda items or staff with operational responsibility.
