Board approves moving forward on pickleball fence; staff to seek bids for lights
Summary
The board reviewed a proposed half-height fence for the pickleball courts (estimated $3,391) and a preliminary lighting budget of roughly $27,000 for eight lights on four poles; staff will solicit three bids for the lighting package and may proceed with the fence since it falls below the competitive-bid threshold.

The Type B Board received an update on pickleball-court improvements and supported staff obtaining bids for court lighting while proceeding with a fence replacement that is below the city's formal bidding threshold.
Staff reported the fence project will cost “$3,391” and is under the threshold that would require three competitive bids; staff said the proposed fence would be a half-height barrier that matches existing materials, includes a central gate, and would be anchored so tables and other items cannot be moved. A board member said the expense was “well worth it” to prevent balls from leaving the courts.
On lighting, staff presented a preliminary budget number of about $27,000 for four poles with eight LED fixtures. Staff recommended seeking three bids because the projected lighting cost is above the small-procurement threshold. The presentation noted two options: a simple LED pole installation to light courts similar to neighboring basketball courts, or an engineered lighting solution built to sport standards; staff recommended the less-costly LED-pole option but committed to collect competitive bids.
The board agreed staff should solicit three bids for the lighting package and may proceed to contract for the fence without additional board action because the fence estimate is below the formal bidding threshold. Staff said they would return with bid results and refined estimates for final approval if needed.
