Clean Energy Alliance outlines income-qualified solar and battery programs, says manufactured homes need tailored support

Rob Howard, key accounts and program manager for Clean Energy Alliance, briefed the San Marcos City Council on May 27 about a suite of programs the regional energy joint powers authority is promoting for income-qualified customers.
Howard said the authority is "really, really being aggressive with the programs that we're trying to bring out." He described a program under which single-family homeowners who have solar can qualify for a battery at no cost, and said there are low-cost solar and battery options for income-qualified households.
Howard told the council that manufactured and mobile homes do not qualify for the current battery/solar programs because of construction and metering issues, and that "we do have a program coming where we'll be doing weatherization and other work for those manufactured homes." He advised residents to check cleanenergyalliance.org for program details.
Council members asked whether mobile homes could qualify; Howard replied that separate provisions in an equitable building decarbonization grant will address manufactured homes and weatherization. He also recommended residents contact the Clean Energy Alliance or the programs page for enrollment details.
No council action was taken during the presentation; Howard said the authority will present additional programs to its board and make outreach materials available to cities and residents.
