Development Services staff told the committee the original approved large‑scale beachfront construction certificate (from 2023) was implemented in 2024 and that contractors “inadvertently impacted dunes and dune vegetation,” prompting work to stop and a mitigation plan to be developed. Staff said the applicant had since worked with the city, Nueces County and the GLO to prepare a mitigation plan and that “staff recommends approval.”
Staff explained the project is seaward of the dune protection line and seaward of the erosion area line and that, because of its location, the plan had already received Nueces County approval. The committee opened the public hearing for item A; no members of the public spoke and the committee closed the hearing and approved the item by motion.
The committee recorded the motion to approve item A as presented by staff and the motion passed. No director's report was presented afterward and the committee adjourned back to the full planning commission meeting.
