Commissioners approve payroll, vendor claims and multiple fund transfers as part of routine budget housekeeping

York County’s Board of Commissioners on May 27 approved payroll and vendor claims and adopted a set of inter‑fund transfers to tidy the budget for the new fiscal year.

Commissioners noted two visitor‑bureau vendor claims: a $30,000 prepayment tied to a planned 2026 celebration (fireworks and drone show) and an $11,000 advertising payment to a university museum that had been previously authorized in 2024. The board voted to approve payroll and the claims by roll call.

The board also approved five intra‑fund transfers by resolution (Resolution 25‑11) designed to move accumulated balances into targeted accounts. Transfers included: a transfer of collected debt service receipts into the debt service fund (amount approximately $61.11 noted in the record), a transfer from the inheritance fund to the reappraisal fund ($75,444), and transfers from the general fund to build reserves in the employment security fund ($6,134) and county relief/medical fund ($5,746). Another small highway allocation transfer (approximately $950.82) was also included.

County finance staff told the board additional transfers are likely to appear at subsequent meetings to clear budget-year carryover items; the board approved the listed transfers by roll call. Commissioners said the transfers are part of routine year‑start housekeeping to align funds with their intended purposes.

The board also approved a statutory county match certification for Region 5 behavioral‑health systems in the amount of $28,001.98 (the statutory match), and authorized the chair to sign the certification while noting that any additional discretionary county match would be considered later during the formal budget process.

The board approved the financial items unanimously and instructed staff to continue work on remaining budget items ahead of the formal budget hearings this summer.
