Staff reported there are currently no open code, building or fire violations at the property and recommended approval subject to conditions: submit building permits for a change of use within three months and enter into a declaration of restrictions before second reading that caps enrollment at 26 kindergarten students at these two units.
The board voted to approve the CUP with those conditions. Staff also noted it referred an unpermitted smoke‑shop sign near the center to code enforcement and asked the owner to resolve any unlicensed activity unrelated to the school application.
