The Cowlitz County Board of Commissioners on Wednesday approved issuing bonds to fund Phase 1 of a Public Facilities District (PFD) conference-center project and agreed to let county attorneys continue negotiations with the PFD on a possible amended interlocal agreement for a separate Phase 2 property discussion.
County Public Services Director Mike Moss told commissioners the PFD’s finance committee had recommended issuing bonds and the county attorney asked whether the Board had given the PFD the “green light” to move forward with Phase 1 and with bonding work. "The county's attorney reached out to our office asking, if we had received the blessing yet from the board of county commissioners to move forward with phase 1 and the funding, bonding for the project over at the PFD board or the PFD," Moss said.
