Reece Construction is low bidder on 2025 utility and pavement preservation project; award recommendation pending bid qualification

Staff reported Reece Construction submitted the low responsive bid of $2,481,565.31 for the 2025 Utility and Pavement Preservation (UPP) project. Staff will review qualifications and, if the bid is qualified, return with a recommendation to award.
Public Works staff told the council that bids for the 2025 Utility and Pavement Preservation (UPP) project have been opened and that Reece Construction submitted the lowest bid at $2,481,565.31.
Jim Kelly said staff received six bids and are qualifying bidders and their proposals; if Reece is found to be qualified, staff plans to recommend awarding the 2025 UPP contract to Reece Construction. He also said the 2024 projects were deferred because of staffing shortages and were rolled forward into the 2025 bid package, and that added items and price escalation contributed to higher costs compared with the city’s 2024 budget.
Council asked whether the 2024 budgeted amount and the current bid difference reflected escalation and added scope; staff confirmed some added line items and specific work such as utility iron raising and removal of an abandoned pipe exposed in Prairie Creek increased the scope.
No contract award was approved at the workshop; staff said they will return with a recommendation after bidder qualification. Reece’s low bid amount reported by staff: $2,481,565.31.
