The Planning & Zoning Commission on May 27 approved a site plan and a related variance for 116 Taylor Street, where the recently approved specific‑use permit for Jade Beauty Collective will locate.
Staff said the existing structure (about 1,360 square feet) had previously been used residentially and must convert via site‑plan review to commercial use. The UDC parking requirement for the approved personal‑service use is seven regular spaces plus one accessible space. The applicant proposed three regular head‑in parking spaces and one accessible head‑in space on the site; those head‑in spaces qualify as public parking and therefore do not count toward the required parking total. The site‑plan variance requested is to allow the business to proceed without meeting the standard on‑site parking requirement.
Applicant representatives told commissioners the operation will be by appointment and will have a limited number of staff and clients at any time; they said adjacent on‑street and nearby public parking will serve customers. Commissioners asked about the existing driveway to the detached garage and whether reconfiguring it could create additional stalls; the applicant said the rear avenue is intended to remain available for deliveries and limited private use. After brief discussion, the commission voted unanimously to approve the site plan with the requested parking variance; the decision will be forwarded to City Council on June 17.
