The Planning & Zoning Commission on May 27 recommended approval of a specific‑use permit to allow a 1,195‑square‑foot addition to an existing 1,800‑square‑foot accessory structure at 460 Keller Smithfield Road; the combined accessory area would remain below 50 percent of the main home’s square footage, staff said.
Staff explained the request: in the SF‑36 zoning district accessory structures larger than 1,200 square feet or higher than a 15‑foot average require an SUP; the proposed addition raises the accessory structure’s average height to about 15 feet 6 inches. Staff mailed 33 notices; no written opposition was received.
Three nearby residents spoke at the public hearing. One asked how the structure would be used and whether activity would increase noise; another raised past management concerns and asked whether the addition meant a change to commercial use; a third offered support. The applicant’s contractor, Rob Wilson, told commissioners the owner intends the space for a private batting cage for his daughters and not for commercial or coaching use; he said construction and typical use would be family‑oriented and not a commercial enterprise. Staff noted the SUP application and included the owner’s stated non‑commercial purpose in the packet.
Commissioners asked about hours, the full history of the accessory structure and whether the existing building previously had a permit; staff said aerial imagery shows the existing structure present since at least 2005, but a permit record for the original building was not found in city files. After discussion, a motion to recommend approval carried unanimously; the application will be forwarded to the City Council on June 17.
