Longtime Cobb County Board of Ethics counsel Lynn Rainey says he will step down; board must appoint successor in open meeting

Lynn Rainey, counsel to the Cobb County Board of Ethics for 21 years, told board members at the board's semiannual meeting that he has informed the board he intends to step down and urged members to be prepared to appoint a successor in an open meeting.
“I'm available and will continue until instructed otherwise,” Rainey said, adding that “this isn't a lifetime appointment.” He reminded members of the board's authority under the code of ethics, quoting its language that the board “shall be represented and assisted in carrying out its responsibilities by an attorney appointed by the Board of Ethics.”
Rainey said he notified the board a few days earlier and recommended the board consider action at its October meeting or any earlier meeting if one is called. Chair Carlos Rodriguez confirmed that any appointment of counsel would require an open-session vote by the board.
The remarks came during a meeting in which board members conducted routine business, including approving minutes and reelecting the current slate of officers. Rainey said he will continue serving until the board chooses a successor and asked members to begin considering candidates.
Board members were thanked for Rainey's service during the meeting; Rodriguez acknowledged Rainey's two decades-plus service and thanked him for “top notch legal services.” The board confirmed its next regular meeting is set for October 2025 and that meetings are open to the public and broadcast on the county channel.
