Montgomery approves migration of Incode ERP and Municipal Justice to Tyler Cloud SaaS

The Montgomery City Council voted on May 27 to move the city’s Incode ERP Pro 10 and Municipal Justice systems to Tyler Technologies’ cloud SaaS platform.
City staff told council members that the current on-premise (premise-based) installation has caused intermittent access and support delays; the vendor has shifted product development to its cloud platform. Staff said converting to the cloud would reduce the city’s premise-server capacity needs, provide continuous backups stored in multiple locations and simplify vendor and city support interactions.
Staff said Tyler was waiving the usual conversion fee if the city signs the vendor agreement by June 7; staff estimated a typical conversion fee for similar configurations could be around $20,000. The implementation is expected to take about six weeks after the agreement is signed. The city expects an ongoing increase in subscription costs of roughly $1,000 per month compared with current hosting, and an annual fee structure will apply.
Council members and staff discussed potential performance tradeoffs. One council member and other meeting participants said some municipal cloud migrations can be slower for large downloads; court staff said moving from Incode 9 to Incode 10 (cloud) would simplify some document access issues.
A motion to approve the migration to Tyler Cloud SaaS passed by majority vote. Staff will proceed to finalize contract terms and schedule the conversion work consistent with the vendor’s implementation calendar.
